Richard Barry f54f21b8f6 Add event_groups.c and associated functions in other core files.

Added xTimerPendCallbackFromISR() to provide a centralised deferred interrupt handling mechanism.
Add xPortGetLowestEverFreeHeapSize() to heap_4.c.
